Quick round up of town council meeting - no comment

Hadleigh Full Town Council meeting July 20 round up.

Frank Minns and Cllr Loftus gave their apologies which were accepted by those present and there was, what Mayor McLeod called a 'no show'.

Simon Dowling and Jane Carruthers from Babergh District Council were in attendance with no sign of Kathryn Grandon again.

There were discussions prior to approving the 'Financial Regulations' and questions and comments from cllrs Beggerow, Howlett and Gower. Cllr Gower went so far as to say "I've always found the presentation of the accounts as being an unworkable document. They don't really help the council achieve a fair comparison."

However the amended regulations were approved with one abstention.

A short discussion took place regarding the adoption of the Persistent Communicator Policy, with reference to how persistent communicators interfered with the staff being able to do their other tasks. Cllr Taylor thought that more information on how the policy would work in practice should be available. The clerk said that she planned to put a statement on Facebook the following day. This has so far not appeared. 

Cllrs Beggerow and Taylor had declared an interest in item 9, LRSG fees, and they left the room whilst the discussion and vote took place.

More councillors were approved to join committees and subcommittees. 

Whilst there is no active Climate Change SubCommittee currently, a recommendation from that subcommittee made last term was considered, to form a Biodiversity Action Plan Working Group. Following some discussion, during which Cllr Shearly-Sanders said that this would be covered by the Neighbourhood Plan, no councillor proposed the motion and it fell. 

An interview panel to appoint an Assistant Clerk was agreed and then the council voted to go into confidential session to hear a stage three complaint and receive an annual report from Abbeycroft Leisure.
