Building standards breaches not ‘dramatic’, say councils

Breaches of building safety standards are not 'dramatic', councils have said.

Both district councils in Babergh and Mid Suffolk were found to be in breach of standards by the Building Safety Regulator (BSR) in five areas.

The regulator was set up in response to the Grenfell enquiry to ensure higher-risk buildings in England were safe, well-regulated and properly managed.

The two authorities discussed the results of an inspection into their shared building control teams during their respective cabinet meetings yesterday.

The inspection assessed 30 areas and found gaps in monitoring and follow-up activities due to a lack of effective oversight and proactivity.

The regulator's report said a lack of staff was limiting the service's ability to manage and reduce the existing 4,500 legacy cases.

Despite the breaches, councillors and officers said they were confident measures could be put in place by the regulator's July 31 deadline.

Cllr Tim Weller, Mid Suffolk's lead for the environment, culture and wellbeing, said the breaches were 'not significant' and 'relatively easy to remedy'.

The report also found issues with the councils' consultation process, system classification and inspection reports procedure.

Cllr Deborah Saw, Babergh's leader, said the building was 'very well regarded in the industry' and had scored well against teams at other local authorities.

"That does sound relatively serious, but these are not particularly difficult or dramatic areas of non-compliance," she added, "we feel this was a good result for our department."

The improvement letter is the lowest level of enforcement issued by the BSR.

The measures put in place by the councils will be assessed by the regulator, which will decide whether to prioritise a further inspection.
