Hadleigh land swap bids to be decided by Babergh planners in the morning

Two proposals to make land swaps in Hadleigh will be considered by Babergh planners tomorrow, with both bids recommended for refusal.
Developers want to change the Lady Lane site from employment land to a residential area to build 45 houses, including 15 affordable homes, while, in a separate application, another is seeking outline permission to change a greenfield site into employment land.
The applications will be heard by Babergh's planning committee at Endeavour House from 9.30am, which can be watched live on YouTube.
Whilst the first proposal is located in the BUAB, and therefore housing could be acceptable in principle, there is, at the present time, no overriding need to allow residential dwellings here in order to make up any shortfall in numbers given that Babergh District Council can currently easily demonstrate that it has a five-year housing land supply.
Officers argue, the applicant has not provided sufficient evidence to indicate that this site is no longer viable as employment land within an existing employment allocation. It is noted that the majority of Lady LaneIndustrial Estate is still in active employment use.
The introduction of new residential use much closer to the existing industrial estate would be likely to lead to conflict between the residents and the businesses as a result of what may be seen by new residents as nuisance, disturbance and pollution coming from the area.
The second application is to change the use of land at Lady Lane from employment use to residential, with 75 houses proposed, and has the backing of Hadleigh town council, but not Babergh officers.
Another application is to turn a greenfield site at Cobbold's Farm, Ipswich Road, into an employment site, with a warehouse and work place units, put in by Phil Munson.
Outline permission is sought to convert the land for use as Class E Business buildings up to 1900m2 and Classes B2 and B8buildings up to 4200m2, making a total level of floorspace being proposed as 6,100sq.m, on an area: 2.33 hectares
Babergh's planning committee will weigh up if any benefits outweigh the reasons for refusal, which include: the proposal is outside of any Built-Up Area Boundary and is in a countryside location and in addition the site does not form part of any strategic employment land allocation.
Officer argue that there is no justification for the site to come forward as a departure from the adopted development plan for employment purposes and the Council can demonstrate sufficient employment land allocated both within and around Hadleigh including land being brought forward within the emerging Draft Joint Local Plan.
The introduction of new built-form, in the shape of various employment use buildingsand associated commercial activity, will introduce alien elements into the landscape with the effectof harming the character of the countryside hereabouts.
Furthermore, the introduction of significant development in this location would extend undesirable ribbon development along theA1071, potentially extending the urban area beyond the built-up boundary of Hadleigh very visibly from a main route into and out of the town from and to the countryside.
Babergh officers are of the opinion that the proposed development is not sustainable from an economic and environmental perspective.
