Call made to mothball 'vanity green burial project' as Hadleigh town council's finances questioned at annual meeting

At the Hadleigh Town Meeting local resident Roger Young voiced his concern about the state of the Hadleigh Town Council finances. He raised three points.
- The Detailed Balance Sheet presented to the HTC Councillors at the April meeting fails to include the £440,000 liability to the PWLB when showing the total Assets less liabilities. This is like estimating your personal wealth and forgetting to include your mortgage, he said. If the £440,000 is taken into account, then the General Reserve Fund shown as £438,689 becomes ZERO. Surely the HTC Balance Sheet should note the £440,000 liability at the very least, otherwise it is misleading the public on the strength of the HTC finances. Why hasn't the Internal Auditor taken this point on board?
- As late as January this year Councillors accepted, and approved, the Budget figures for 2021/22 based upon the forecast outcome for 2020/21. The forecast Cemetery income for the year just finished was shown as £13,000. We now know that the actual figure was only £10,281. This is just over 50% of the original budget of £20,000. Although previous HTCs have, over recent years often predicted an income of £20,000 this has never ever happened. Yet the budgeted Cemetery income for this current year is an unbelievable £31,329. Does anyone really believe that the number of burials will suddenly rise by 100% and cremation memorials by over 25% this year? That is what is being predicted.
- Finally, does anyone really believe that from a standing start, and without any proper business plan, the proposed Green Burial project on the cemetery extension will generate an additional £9,000 from 10 extra burials? What is bound to happen, in my view, is that the Green Burial project will cost residents of Hadleigh an additional £50,000 before it makes a single positive contribution after the true expenses are included. This £50,000 expenditure will jeopardise the future development of the Layham Road Sports Ground.
He asked the Mayor, Councillor Minns to get the Cemetery Working Group up and running again under new leadership. Instruct them to critically examine the spurious figures presented to them, and find a more productive income generating use for the site.
He went on to say - the younger residents of Hadleigh are our future. Their interests are far more important than a misguided vanity project doomed to failure. Mothball the Green Burial project right now and put the Council's effort into improving Hadleigh's sports facilities.
